
Parental Benefits
Parental benefits are only available to workers who contribute to the general contributory social security regime (regardless of the sector of activity) and fulfil all the conditions for access.
Parental benefits are intended to replace workers' income from work (salary) in certain situations of temporary incapacity or unavailability for the exercise of professional activity, due to maternity, paternity and adoption.
Maternity Subsidy
Maternity Subsidy is a daily Subsidy paid to the working mother for the birth of her child(ren) during the period of her inability to work, provided that the conditions for entitlement are met.
- Be enrolled in the Contributory Social Security Regime
- Enjoy the leave provided for in the Labour Law or Civil Service Statute
- Comply with the qualifying period:
- 6 months of contributions in the last 12 months (counts, if necessary, the month of entry of the leave, provided there is a pay record)
- How the qualifying period is calculated:
- The qualifying period includes:
- the periods of contribution in the general social security system of Timor-Leste
- the period worked during the transitional social security regime (only for State workers)
- periods of contribution to social security regimes abroad, covered under international agreements, provided that they do not overlap
- The qualifying period includes:
- How the qualifying period is calculated:
- 6 months of contributions in the last 12 months (counts, if necessary, the month of entry of the leave, provided there is a pay record)
- Claiming maternity Subsidy:
- Complete and submit the maternity Subsidy application form
- Attach a copy of the Birth Certificate from the child's civil registry (if not already available, the document should be submitted to the social security office as soon as it becomes available)
- While the Birth Certificate is not available, you can present the child's health book where the date of birth and parents' names are recorded
- Attach a statement from the beneficiary's employer, indicating: the 1st day of the leave, absence or dismissal from work; the total number of days of leave; and, if applicable, the days on which there was remuneration
- If there is a period of contribution abroad, please attach a statement of the contribution status of the foreign country
Maximum deadline for submitting the application is 6 months from the start of the licence.

- The father, in the event of the mother's death within 2 weeks of the birth (in this case you must also present the mother's death certificate together with the other necessary documents).

The daily subsidy is calculated using the following formula:
S = R/180 |
S = Daily amount of subsidy
R = Total earnings registered with social security for the first 6 months of the last 8 months. For the calculation of R, the amount relating to the annual subsidy/13th month is not counted.
If you have less than 6 months of contributions, the reference remuneration is defined as R/n where R is the total of the remunerations recorded up to the day on which the event determining the protection occurs (i.e. up to the day of entry into maternity leave) and n the number of days to which they relate.
180 = number of days in 6 months
In general, maternity subsidy is paid for the duration of the maternity leave provided for in the labour law applicable to each employee (Labour Law or Civil Service Statute).
In the case of employees who optionally join the general contributory regime, the length of leave indicated in the Labour Law applies.
For workers covered by the Labour Law
- For at least 12 weeks (84 days), of which at least 10 must be after childbirth. Social security pays for a maximum of 90 days.
For workers covered by the Civil Service Statute
- For a period of 65 working days, including 40 after giving birth.
Social Security pays the maternity subsidy monthly on the following dates:
- If the worker claims the subsidy by the 5th, it will be paid on the 10th of the same month
- If the worker claims the subsidy between the 6th and the 20th, it will be paid on the 25th of the same month.
- If the worker claims the subsidy after the 20th until the end of the month, it will be paid on the 10th of the following month.
Maternity benefit is not paid on days when the worker has received income from work (salary).
Paternity Subsidy
The paternity subsidy is a daily subsidy paid to the working father for the birth of his child(ren) during the period when he is unable to work, provided as long as the conditions for accessing the subsidy are met.
The paternity benefit is paid in one installment.
If the mother dies within 2 weeks of the birth of the child, the father is entitled to maternity subsidy.

- If the worker claims the subsidy between the 6th and 20th of the month, it will be paid on the 25th of the same month.
- If the worker claims the subsidy after the 20th until the end of the month, it will be paid on the 10th of the following month.
Paternity benefit is not paid on days when the worker has received income from work (salary).
Adoption Subsidy
The adoption subsidy is a daily subsidy granted to the working mother or father in the event of the adoption of a child under the age of 15, provided that the conditions for access are met, and is equivalent to the maternity subsidy.

- Enjoy the leave provided for in the Labour Law or Civil Service Statute.
- Comply with the qualifying period:

The subsidy for termination of pregnancy is a daily subsidy granted in situations of medically certified termination of pregnancy, preventing the exercise of professional duties, provided that the conditions for access are met.

- Have a medical certificate
- Comply with the qualifying period:
- 6 months of contributions in the last 12 months (counts, if necessary, the month of entry of the leave, provided there is a pay record)

Medical Risk Subsidy During Pregnancy
The subsidy for clinical risk during pregnancy is a daily subsidy granted to a pregnant worker in situations where there is a medically certified clinical risk to the pregnant woman or the unborn child, preventing her from carrying out her professional duties.

- Enjoy the leave provided for in the applicable labour law
- Have a medical certificate
- Comply with the qualifying period:
- 6 months of contributions in the last 12 months (counts, if necessary, the month of entry of the leave, provided there is a pay record)
- How the qualifying period is calculated:
- The qualifying period includes:
- the periods of contribution in the general social security system of Timor-Leste
