Voluntary registration in the contributory social security regime

 

Registration in the contributory social security regime is optional for the following workers who are fit for work:

  • Self-employed, including informal sector (national citizens or foreigners)
  • Domestic service workers (national citizens or foreigners)
  • Managers and Directors of companies (national citizens or foreigners)
  • National citizens  working abroad
  • Unemployed workers with at least 3 years of social security contributions (national citizens or foreigners)

The concerned Manager or Director

The Manager or Director must choose the contribution band.

Medical certification is issued by doctors from the Disability Verification Service or, if this service is not available, from the National Health Service.

 

  • For National Citizens, at least two Identification documents among the following:
    • Photocopy of the Electoral Card;
    • Photocopy of Identity Card (ID card with at least 6 months validity);
    • Photocopy of Birth Certificate.

If the worker does not have an identity card, the initial registration can be done with the electoral card and the Birth Certificate.

If there is a second registration and the employee does not know his/her Social Security Identification Number (NISS), the employee must present the same identification documents as for the first registration.

 

  • For Foreign Nationals:
    • Photocopy of valid passport (with at least 6 months validity)
  • In person at social security offices in Dili and at social security offices in municipalities and RAEOA;

Whenever the manager ort director is willing to, as it is not mandatory.
